Background
Oxfordshire became a Marmot Place in 2024, demonstrating a commitment to bringing organisations and communities together to improve health and reduce unfair and avoidable health inequalities across the county.
Health is shaped by the conditions in which people are born, grow, live, work and age. The Oxfordshire Marmot Place approach provides a shared, evidence-based framework for addressing inequalities across these wider determinants of health, building on existing work and supporting partners to embed health equity.
The Marmot approach is guided by eight Marmot principles providing direction for action across Oxfordshire to tackle the root causes of health inequalities and is supported by working in partnership with the Institute of Health Equity at University College London. It aims to improve health for everyone, while providing more support where need is greater.

Oxfordshire Marmot Place Reports
This section brings together reports produced through the Oxfordshire Marmot Place approach. The reports support partners to understand where inequalities exist, identify opportunities for system-wide action and translate recommendations into practical change.
NEW – Rural Inequalities Scoping Report
As part of Oxfordshire’s Marmot Place programme, understanding rural health inequalities was identified as a priority area of work. This scoping project was commissioned in December 2025, with community engagement carried out between January and April 2026, to build a clearer picture of how inequalities are experienced in rural Oxfordshire, which communities are most affected, and what action may be needed to address them.
The reports bring together local and national data, alongside the experiences and perspectives of residents gathered through community engagement led by Healthwatch Oxfordshire and Community First Oxfordshire. Working with district councils and wider partners, the project focused on 14 rural areas across Oxfordshire to better understand the factors affecting health and wellbeing in rural communities. More than 800 residents contributed through surveys, focus groups and community outreach activities.
This report and accompanying data pack are intended to inform partners, decision-makers and communities, providing an evidence base to support future action through the Marmot Place programme and wider work to reduce health inequalities across Oxfordshire.

Starting Stronger, Fairer Futures in Oxfordshire Report
The Starting Stronger, Fairer Futures in Oxfordshire report sets out the inequalities in the key determinants of health affecting babies, children, and young people across the county. It sets out actionable recommendations to address these issues, and further work is underway to develop details actions and commitments.
