Oxfordshire Data Hub Accessibility Statement

Oxfordshire County Council is committed to making its website and mobile applications accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This accessibility statement applies to the data.oxfordshire.gov.uk website. It does not cover other county council sub domains which have their own accessibility statements.

How you should be able to use this website

We want as many people as possible to be able to use this website. You should be able to:
• change colours, contrast levels and fonts using browser or device settings
• zoom in up to 400% without the text spilling off the screen
• navigate most of the website using a keyboard or speech recognition software
• listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We also make the website text as simple as possible to understand.
AbilityNet has advice on making your device easier to use if required.

How accessible this website is

Parts of this website are not fully accessible. For example:
• Some pages and documents contain maps which may not be accessible, but the data should be available in a table to read or download.

Enforcement procedure

The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’). If you’re not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS).

Technical information

We are committed to making this website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

Website

This website aims to be compliant with the Web Content Accessibility Guidelines version 2.2 AA standard. It is scanned using an audit tool regularly to identify any noncompliant issues. We have found the non-compliances listed below:

  • Some news pages may have date information in pale text without sufficient text visibility.

We are working with our third party supplier to fix the web page issues.

Documents

Many of our web pages contain links to download some historical content that is PDF-only. The accessibility regulations do not require us to make PDFs or other documents published before 23 September 2020 accessible if they are not essential to providing our services. Documents are scanned using an audit tool to identify non-compliant issues. We have found:

  • Some content on the website is available only in PDFs that are not fully accessible.
  • Image, chart and title information tags may be missing.
  • PDF documents may have been created without page elements identified.

We have looked at the resources to make historical visualisations accessible but this will create a disproportionate burden compared with the amount of web resource to fix these lesser used documents.

Most data sets relating to the content are available through the new website web pages with links to download the related tables.

Excel documents

Our website contains some Excel documents, including historical and previous versions of datasets. These may contain data tables that are difficult to use with screen readers and keyboard-only navigation.

We will ensure that dataset accessibility is a requirement for any future publishing.

Disproportionate burden

The cost required to fix historic documents has been assessed and constitutes a disproportionate burden within the meaning of the accessibility regulations. We will replace with new reports in accessible format as they are released.

The data and commentary displayed within any embedded data visualisations is largely accessible through the data tools in this web site. Any material that is not covered this way may be requested from the contact on the relevant page

Content that’s not within the scope of the accessibility regulations

• Maps generated in the visualisations in the data reports for which the data is available to download as a table as an alternative.

How we tested this website

This website was last tested in January 2025. Oxfordshire County Council continuously monitors this website using Siteimprove and manual checks with a range of browsers.

What we’re doing to improve accessibility

We’re doing our best to try to fix any issues found in our website testing. We continually monitor the accessibility compliance of our website through weekly automated scans, then work to address the issues raised.
